The position
The LGBTQIA+ Health & Harm Reduction Manager leads the provision of NHRC’s training and technical assistance work to end overdose and improve the health of LGBTQIA+ people and people who use drugs as part of our Northeast capacity building services provision. This position leads the development and coordination of the Lighthouse Learning Collective, a learning collective that brings together LGBTQIA+, harm reduction, and substance use treatment service providers in NYC and community members to better understand and address issues that impact LGBTQIA+ individuals who use drugs.
The LGBTQIA+ Health & Harm Reduction Manager is responsible for using their expertise to collaborate with local New York partners to support relevant policy and advocacy work related to the Lighthouse program, such as decriminalizing sex work and ending the HIV epidemic. This position also delivers training and technical assistance to programs in the Northeast on key topics, including overdose education and naloxone distribution, medication assisted treatment, safer injection practices, reproductive health, and harm reduction services and strategies.

Key responsibilities
- Develop and manage the Lighthouse Learning Collective, a collective that brings together providers and participants from LGBTQIA+, harm reduction, and substance use treatment organizations to advance the health of LGBTQIA+ New Yorkers who use drugs. This includes recruiting individuals and organizations to engage in the collective and center voices, and to provide opportunities for members to share stories, develop leadership skills, and uplift their work.
- Develop and deliver educational materials, training curricula, tools, and quality indicators on various topics relating to the health of LGBTQIA+ people and people who use drugs.
- Coach and supervise the NYC capacity building coordinator in delivering capacity building and technical assistance to social service providers throughout New York City, and in coordinating the Lighthouse Learning Collective.
- Oversee and coordinate the work of support staff members and external consultants to ensure project deliverables, timelines, and quality standards are met.
- Work with collective members and consultants to support social media-related activities as part of the Lighthouse Collective’s online presence.
- Ensure effective contract management, including deliverable planning, tracking and timely reporting, and budget management.
- Maintain close collaboration with funding contract managers in the implementation and provision of training delivery and capacity building assistance.
- Apply a racial justice lens to harm reduction and center the voices of people with lived experiences of drug use, HIV, hepatitis C, overdose, homelessness, incarceration, and sex work in all work.
- Be proactive in keeping up with emerging program models, research, and epidemiologic data to update and refine educational materials, training curricula, and other communications.
- Collaborate with NHRC capacity building team to develop program materials and deliver training and technical assistance in relation to our wider capacity building services.
- Support relevant policy and advocacy related activities connected to this position and the Lighthouse programming.
- Collaborate across all departments and teams to align strategies, messaging, and priorities.
- Participate in and support virtual convenings, and future in-person events such as National Harm Reduction Conference and New York-based specific conferences, as requested.
- Collaborate with the director of capacity building and community mobilization to manage New York City/state policy and advocacy work with a particular focus and expertise in work relating to sex work and LGBTQIA+ movements.

- Learning design, delivery, and facilitation: Designs learner-centered content and delivers and facilitates in-person and remote learning sessions that encourage interaction, adapt to audience needs, and achieve intended learning outcomes.
Supervisory responsibilities
- Supervise and support NYC capacity building coordinator, providing regular supervision, mentorship, and professional development.
- Oversee task assignment, goal setting, and performance evaluation while providing support to achieve tasks and meet goals.
- Foster a collaborative and inclusive team culture in alignment with NHRC’s values and equity commitments.
Work environment - The work environment is typical of an office setting.
Physical demands - Sedentary work. Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers. Required to have close visual acuity to perform activities such as: Preparing and analyzing data and figures; viewing a computer monitor/screen; extensive reading. Sitting, walking, standing, computer use/driving, lifting (25 lbs).
Qualifications
Required education and experience
- Minimum 3 years of work experience in non-profit program work, experience with training delivery and/or technical assistance, coalition-building, and/or delivery of services to people who use drugs, LGBTQIA+ people, and similar communities.
- Familiarity and experience with training curriculum design and facilitation.
- Contract and budget management experience.
- Passionate about using harm reduction principles and approaches to address the intersection of LGBTQIA+ health and drug use.
- Working knowledge of Lesbian, Gay, Bisexual, Transgender, Queer, Intersex, and Asexual (LGBTQIA+) health issues.
- Proficiency Google Suite, Microsoft Suite, and Zoom webinar software for training, and project management systems.
Preferred education and experience
- Experience in supervising, coaching, and developing staff with a focus on prioritizing team building, coaching, and fostering leadership skills in both staff and community members to become skilled harm reduction leaders.
- Experience creating graphics, pamphlets, and toolkits on issues relating to queer harm reduction.
Travel
Travel required - Regular travel within New York City (approximately 6–15 times per month) for meetings and training sessions, as well as occasional domestic travel for conferences.
