Opportunities to Advance Public Health

Secondary exchange is an important but underemphasized component of HIV and hepatitis C prevention for injection drug users (IDUs).  Secondary exchange refers to a range of formal and informal practices through which syringe exchange participants redistribute sterile syringes to peers within social and drug-using networks.

This report intends to:

  1. Explore the dynamics of secondary exchange
  2. Outline advantages and shortcomings associated with secondary exchange
  3. Propose recommendations to diversify models of syringe access in order to capitalize on the practice of secondary exchange
